International Conference for Support and Solidarity with the Saharawi People

Claiming the right to have a homeland in the Sahara still costs lives nowadays. In the occupied territories, Human Rights are still being violated. The Moroccan Government breaches every resolution the UN adopts concerning Sahrawi People’s rights.

What is Eucoco?

The European Coordination Conference for Solidarity with the Sahrawi People (EUCOCO) has been there since 1975, every year in a different city: Paris, Barcelona, Rome, Valencia, Brussels, Modena, Vitoria-Gasteiz…

The EUCOCOs are undoubtedly the most important annual meeting of the European Solidarity Movement with the Saharawi People. EUCOCO welcomes people from the five continents.

Government representatives that recognize the SADR national and international elective representatives and members of parliaments, regional governments, town councils of Spain, political and syndical organizations, associations of friends of the Saharawi people, NGOs in general, jurists, personalities from the cultural world… All of them participate every year in this mandatory MEETING on SOLIDARITY.

So does, at the highest level, the Saharawi people, represented by the President of the SADR and Secretary-General of the Polisario Front and other authorities of the Saharawi Government, as well as Human Rights activists and Saharawi ambassadors and delegates in many countries.

Why in Madrid for a second consecutive time?  The Conference is to coincide with the 40th anniversary of the illegal Madrid Accords – by which the last government of the Spanish dictatorship abandoned and betrayed the Sahrawi People.

Forty years afterwards we believe and trust that the city of Madrid will be remembered after the EUCOCO, after signing Treaties for the FREEDOM and INDEPENDENCE of the Sahrawi People, standing up for the International Law and the Human Rights, as well as writing the MADRID COUNTER-DECLARATION and signing a Political and Social Agreement for the Decolonization of Western Sahara. Therefore, these documents will reflect that Spain has been historically, morally and politically indebted with the Sahrawi people since 1975.


The main goal of the 40th EUCOCO is to claim the inalienable right of the Saharawi people to SELF-DETERMINATION and INDEPENDENCDE and to make for the PEACE process to advance towards the settlement of the conflict.

With this solidarity Conference with the Saharawi people, other objectives are also aimed such as:

Condemning the systematic Human Rights violation by the Moroccan Government in the occupied territories of Western Sahara and supporting the Saharawi People in the struggle that Saharawi People they are facing there.

Stopping the fundamental Human Rights oppression and achieving the liberation of all the political prisoners will prevail in every decision and action in the conference, as well as the expansion of MINURSO’s mandate to monitor and protect the Human Rights in Western Sahara.

We also want to raise public awareness in Madrid and Spain about the causes of the conflict and its consequences on the Saharawi people, both in occupied territories and in the refugee camps. EUCOCO aims to be a loudspeaker and a window to the Saharawi Cause and the Solidarity Movement.

The 40th EUCOCO will be a space for reflection about the solidarity activity in Spain and others countries and continents, a catalyst for the solidarity initiatives, organizing through the workshops and out of them, spaces to work and coordination.

The Madrid Conference will take stock of the work carried out in the last year, since the former conference held in Rome, and will define precisely future actions and strategies in order to have the Saharawi people rights respected as recognized by the UN.

During the 40th EUCOCO the MADRID COUNTER-DECLARATION will be signed. This will reflect that the Spanish State has a historical, moral and political debt to the Sahrawi People and that Spain will be indebted until the 1975 act of injustice is amended. This will put an end to many years of suffering, as well as to an unfinished decolonization process.
